The x86 version is there but most have migrated away from x86 apps so having the x64 is more important.

IIS 10.0 Express is a simple and self-contained version of IIS 10.0 that is optimized for developers.

The non LTS version is packaged, but for organisations teaching Blender it is not practical to update teaching material throughout the year, so picking the version LTS version is preferable.
