Add previous release branch for Libreoffice to be accepted "green" level

previous release branch is officially offered on Libreoffice download page. German explanation reads this is for corporate or conservative users.

Python 3.10, 3.11 support

Python 3.10 and 3.11 are still receiving security updates. Currently PMPC supports 3.12 and 3.13, can this please be extended to include 3.10 and 3.11?
