If the self update mechanism of the Publisher fails for whatever reason, and the user has items configured in the Alerts tab, send an alert.
This might require an additional check as the Publisher service starts, to look for previously failed upgrade attempts - because the Publisher service needs to be stopped in order to upgrade, thus no ability to look for failed install errors or send alerts.
