  Stamps has links to install machine MSI installers for 32 and 64 bit:

  32bit:

  64bit:
  https://resources.stamps.com/cc/msi/20.0.0/Stamps64Admin-permachine.msi

  They appear to auto upgrade from old versions unattended. You can change the version in the link path as they get released.
