limit deferral for Manage Conflicting Process to 3 attempts for Intune

Intune will only attempt to install an application 3 times, before it gives up entirely. The manage conflicting Processes feature currently allows the user to defer installation for more than 3 attempts. This may cause users to never receive an update.

The publisher should limit, or at least warn that setting the deferral to more than 3 attempts or 3 days may cause the devices to never receive an update.
