Add option to fail publishing if timestamping fails

Currently, the Publisher will attempt to timestamp an update twice and even if timestamping fails, the update will publish. While this behavior works well for some situations, other situations may prefer ensuring that the updates are timestamped appropriately. Please provide an option to fail the update publishing if timestamping fails.
