Add code signing certificate agnostic of WSUS. Merged

I have run into a situation where I have the patchmypc service running on a server that is not part of the MEMCM site. This server does not have wsus nor any other MEMCM roles installed. The intent of this server is to publish app to config manager only. Due to PatchMyPC requirements of having wsus installed as a featuer I am not able to use a code signing certificate for config mgr apps. I would like to have the ability to specify a code signing certificate that is not tied to wsus for config mgr apps.
