When customizing an update, it is possible to enable the "Manage conflicting processes..." option and configure a desktop notification to require the user to close running apps. That notification is custom-made and does not intergrate seamlessly with Windows.
A better end-user experience would be that, in Windows 10 and Windows 11, these notifications make use of the native toast notifications framework.
Just upping my suggestion again by saying that Windows 7 and Windows 8.1 are now out-of-support by Microsoft since Jan. 2023. While some organizations might still use legacy systems, most are now using still-supported Windows 10 and 11 systems which include native support for toast notifications.
