I don't believe you need an account to download the Webex Meeting and Productivity Tools MSIs. I don't want to share my company's URL publicly, but I can supply ours privately, if you need a URL.
@Andrew - I'm on the Windows Admins Discord, if you want I can reach out to you there.
Also, as a side note, for enterprises that generally need updates for Webex Meetings, this is also a requirement too since this is the application used to create the meetings.
1) Product and vendor name - Cisco WebEx Productivity Tools
2) Public download URL for the latest offline installer. A product whose download is behind a paywall is not supported - https://help.webex.com/en-us/nby4rwy/Install-and-Set-Up-Webex-Productivity-Tools-for-Windows These are the download instructions. An account is required to access the download page but you are not required to pay to create an account and download the application.
3) Download URL for an older versions offline installer (If Available) - Unsure if there is one.
4) Silent installation switch with "no restart" switch - The installation is a MSI. /qn /norestart works here
5) Download page - Please see bullet 2 6) Release notes page - On the same page as the downloads web page. Under the main header, there is the text "Version Information" with an "i" encased in a circle next to it. Clicking on the "i" will take you to the release notes page.
It also appears that if the Productivity Tools are installed along with the Desktop App, if the Desktop App the Productivity Tools must also be updated to retain Office Integration.
It appears that after the release of Webex Meetings 39.10 the desktop app no longer includes integrations with Microsoft Outlook, Microsoft Office, or other applications. In fact when you install the latest version of the Webex Meetings desktop app (available through Patch My PC), any previous versions of those integrations will be uninstalled. To install those integrations, download Cisco Webex Productivity Tools.
Have not been able to find a direct download to the latest tool, it seems that each tenant has their own release. The most current release that included the Productivity Tools was found at https://apple.webex.com/webappng/sites/apple/dashboard/download.
They are currently using release 39.10.4.5. The release on Akamai seems to fluxate and is not always considered stable.
This has been added to the products list for selection, and will be live after today's (2/24/2020) catalog update!
Seems like you need an account to get a link, but it was easy enough to grab. Testing this app soon.

Moving this to planned, as it seems to be an important component of Webex Meetings.
