Add Microsoft .NET Core Runtime and Hosting Bundle Back for Base Installs

We removed this product since it was added to WSUS and Windows Update (https://patchmypc.com/how-products-are-handled-at-end-of-life-eol-or-become-incompatible). However, we did get feedback that it would be helpful to add back for base installs only.

    Any idea if this will happen ? as we are currently trialing this and .net is a huge part of our estate so this is game changer for us.

    I would also recommend adding a clean up script for this as well to remove the old versions that are leftover on machine
