EndNote 21 was added to the catalog back on 06-01-2023 - https://patchmypc.com/patch-my-pc-catalog-update-06-01-23
EndNote 21 is currently available as a Base Install and will only show up under the ConfigMgr Apps & Intune Apps tabs in the Publisher.
We only added the Base Install for EndNote 21 as there are currently no updates (.msp files) available for EndNote version 21 - https://endnote.com/downloads/available-updates/
Once updates are released for version 21, we will be more than happy to add them to the catalog.
