Option to Manage 'Allow available uninstall' from PMPC - Intune Merged

With intune release 2307, the option 'Allow available uninstall' can now be configured for win32apps.

This is not possible to manage from PMPC, and apps will be created with the option set to No by default.

Allow the option to manage this directly from PMPC.
