Gradual enforcement of conflicting process behavior.

It would be nice to have a way to set gradual enforcement of installation conflicting process behavior. Example would be first 10 days to deploy required immediately and defer on conflicting process. Days 10-20 prompt the users of conflicting process and defer on behalf of the user on countdown. Days 10-30 prompt the user and on countdown force close at the end of user does not defer. Days 30+ force close conflicting process.
