Currently there is no easy way to access recovery keys escrowed within the CM Database.  Using HelpDesk site is cumbersome (and requires you to know the recovery id).  Co-Managed devices do have their recovery keys within Intune but requires a non-tenant account (domain account) to have permissions within Intune.  Our org does not allow standard user accounts to have admin type access anywhere (cloud or locally).  Therefore providing a central location for non/admin (ie Help Desk Techs) users would be   extremely helpful
