Add "Exclude from being enabled during automated SCCM inventory scans" option to the Vendor level

Excluding all products from a specific Vendor is highly useful as there are some that might introduce new products that we don't want in our environment, even if the few folks with local admin rights have installed them. It would add flexibility to prevent future products from a disliked, untrusted, or competing Vendor being auto-enabled.
