Home Updater: Return of option to create Patch My PC shortcut on update.

Formerly there was a simple box to check to create a desktop shortcut if you wanted one, with the new changes I find that This is no longer the case and I see a new idea listed to Disable was submitted, that received 6 votes, and the "Option" to not create was Shipped
