New Version Notifications persist until new installer is added

For applications that require a manual upload, when a new version is available - in the Cloud Portal, the new version notification will be generated 1 time. Request would be for additional reminders each time the Portal syncs for that version until the correct installer is uploaded. Functionality would be similar to the Publisher, each time the Publisher syncs and the correct installer is not found in the Local Content Repository for an enabled app that requires manual download - an error exists in the logs and if notifications are setup a notification is generated for that app fails to publish
