Digikam is a well-known open-source photo management tool used by photographers and advanced users for organizing, editing, and tagging images, including RAW files. It's the best offline alternative do google photos for the regular user too. Besides that, it is already included in Linux distributions, and has support do MAC too
The app is actively maintained, has regular Windows releases, and its official installer is available here:
