Allow for the ability to migrate Cloud Portal location/storage from one region to another. This could benefit customers who created their Cloud Portal in one region, early on, for Custom Apps, when only US storage/location was an option.
Currently, customers must delete and recreate their Cloud Portal in the other region and manually recreate all custom apps.
