Update EUROMOD to the latest version

EUROMOD is available within the PMPC catalog however it requires installation media to deploy. Currently the latest EUROMOD is 3.8.3 but only 3.8.0 is available. The download link is broken, meaning I cannot deploy the software. Please deploy the latest EUROMOD.
