We pause updates on all deployments such that we can preserve N-1 rollback version. In past you could flip this toggle before a new deployment finished processing, but now there is an added wait until option is available, increasing the chance of technicians forgetting to disable/pause updates. It would be great if there was a global setting to toggle Updates to always be paused by default. Or have the option set in a template. Note this is a workaround for the ability to maintain/preserve N-1 app versions, but this is how we are operating in lieu of that option.
