Add Requirements Rules within a App Set (within MSP)

Currently, App Sets in the MSP portal do not support Requirement Rules or custom Requirement Scripts. This requires requirements to be configured separately for each application in each tenant.

The proposed enhancement would allow Requirement Rules and Requirement Scripts to be defined directly at the App Set level. This would enable MSPs to create standardized App Sets with built-in requirements and assign them to multiple customers, reducing administrative effort and ensuring consistent deployments across the managed environments.
