Relaunch Google Chrome

If google chrome is updated while a user is logged in it is closed. It doesn't relaunch when the update finishes. It would be nice if it could.

Add an option to Only Trigger SUP sync when at least one 3rd Party Update is publish or Always trigger SUP Sync after every PatchMyPC sync.
