Add updates for "PL/SQL Developer"

PL/SQL Developer is a tool used by developer to connect to Oracle Databases. It is a licensed product. It would be good to have this available as part of the update catalog.

Obsidian Note

This is a lifetime free, and amazingly powerful note editor. Great tutorials online, stands on its own for power users and plugins. Based on chrome engine. I have used this to create the most excellent note based linked system, and all for free.

Mattermost Desktop (MSI version)

PMPC already supports the EXE (user-based) version.Please also support the MSI x64 version too. The vendor calls it "Beta" for a number of years now, but it works fine. https://docs.mattermost.com/collaborate/install-desktop-app.html
