Split out notification settings to allow Error notifications and Information notifications to go to different webhooks

From past experience using webhooks for alerting, Error notifications tend to get drowned out and missed because of Informational notifications being pushed to the same webhook

being able to send Errors and Information to different webhooks would allow for them to be in channels of their own, reducing the chance for them to be missed.
