Add the new Remote Desktop Connection Manager by Microsoft

Remote Desktop Connection Manager is a long-loved tool by Microsoft that was all but abandoned until lately when the SysInternals team picked it up a couple months ago. Newer versions are being released now and it'd be awesome to see PatchMyPC pick this up to manage updates to the toolset.
