Automatically transfer requirement rules when new versions of application are released Merged

add a feature to the requirement rules for applications so that PMPC will automatically copy over a custom requirement rule that we create, to a newer version of the app when it is released and make it so that we can add a requirement rule directly from the PMPC console instead of having to go to the Intune management admin console /MECM Console to add requirements
