These Visio Viewer applications are Internet Explorer ActiveX controls, and no longer function since Internet Explorer was disabled and redirected to launch Edge instead. Microsoft provide a workaround for this here:
However, in my tests loading a Visio document launches Edge in IE mode with a blank window.
These applications will likely never be patched again, and we tend to only add apps to our catalog that are actively updated (although we do make exceptions for certain older popular packages).
But were you aware that it's now possible to deploy the full Visio and Project applications and have them run in Viewer mode when unlicensed? This is the best way forward as it provides full compatibility with the main Visio app, a native experience without the need to hack around the registry to enable IE, and of course full support and patching from Microsoft as part of regular Office updates:
The default configuration.xml you receive when downloading the Office Deployment Tool has this enabled, you may just need to add something similar to you existing Office deployment:

Any update on this, we got 100+ users requested Visio, but we can't afford to buy Visio license for all. Hence we need Microsoft Visio Viewer.
I believe the new web version of Visio is now available to A/E3+ subscriptions.
