Add Microsoft Visual Studio Code (user) install/update package to catalogue

Microsoft Visual Studio Code already in the PMP catalogue, but need an installer/update package for the user based installer (installed the program under their user profile) so I can deploy needed security updates for this software. eg. latest installer is 'VSCodeUserSetup-x64-1.74.3.exe'.
