add support for .cmd files in post scripts

sometimes vendors give us .cmd files and we prefer to leave them untouched so would be great if supported by pmpc

      We general use .cmd file ourselves for application deployments...

      They're 99% the same as a .bat file (and usually a rename is all that is needed to have PatchMyPC work successfully with our existing scripts), so hopefully its a quick/easy change to have pre/post scripts allow this extension.
