Microsoft OLE DB Driver

Separate yet related product to I-349.

There were two CVEs published in April 2023 that would be easier to remediate should this be added to the PMPC Catalog. CVE-2023-23375 and CVE-2023-28304.

Request is to add both v18 and v19 to the catalog. "The Microsoft OLE DB Driver 19 for SQL Server will install side by side with Microsoft OLE DB Driver 18 for SQL Server. " There is an x86 and x64 version.
