Support ARM Architecture - Patch My PC Publisher

Split from https://ideas.patchmypc.com/ideas/PATCHMYPC-I-2540 which has been re-named for Cloud Support.

This Idea is to track Patch My PC Publisher support for ARM Apps and Updates including detection and appropriate applicability to limit ARM apps to ARM devices.

Publisher Support for ARM will arrive after Cloud Support.

    This has shipped to Public Preview in the latest preview build of the Publisher. ARM support can be enabled under the "Advanced" Tab.
