Allow removal of 32bit OS requirement for 32bit Edge

Remove 32bit OS Requirement for edge 32bit. We have a requirement for 32bit edge on 64bit machines (crazy I know). At the moment we are manually removing the requirement from deployment types as needed.

I understand there is some inbuilt stuff for edge in the Windows OS but at least let us select to remove the 32bit OS requirement in the PMPC console!

So, the reason we lock it to 32-bit is because both the 32 and 64-bit versions of Edge register themselves under the 32-bit registry, and they don't make it easy to determine if the 32 or 64-bit version is installed. We used to look at a specific registry value to make the determination if 32 or 64-bit was installed, but then found that registry value wasn't always set on client machines, so we've now fallen back to locking 32-bit Edge to 32-bit devices and 64-bit Edge to 64-bit devices. We currently lock these hardcoded architectures (to ensure customers don't break OS-level things) and don't have a way to unlock them for specific apps. I'm moving this to noted for now, but we don't have any short term plans to change this behavior.
