Add ability to launch program after update if it was already open

Currently, when updates are installed (using Microsoft Edge as an example), there is no mechanism to instruct the application to automatically relaunch once the update process has completed. This causes frustration for end users, as it is unclear whether the update has finished successfully. At a minimum, end users should be notified when the update process is complete, allowing them to manually restart the application if it cannot be relaunched automatically by PMPC.
