Add ability to link directly to any modal or tab

Sometimes I want to send a URL that takes the user directly to a particular modal or tab within a page. This is especially true if they are not familiar with device management. I can't do that, so I end up sending them the steps on where to find it, as in the examples below. A direct link would be more efficient.

Modal example: If I want to show a collection's members, I tell them Resources > Collections > Quick search > Open modal

Tab example: If I want to show a device's battery, I tell them Global search > Device > Hardware > Batteries tab
