Add Update Only for EXE in PMPC Cloud

The idea behind Update Only in PMPC Cloud is to create a separate Win32 package in Intune that exclusively updates existing installations without doing a fresh install on devices where the app isn't already present. The core concept is:

• Device already has the app (matching variant) → Update applied

• Device doesn't have the app → Not Applicable / skipped

This is useful when you want to patch what's already there without accidentally deploying software to devices that were never meant to have it. A common use case is pairing it with an Available assignment — the user installs the app themselves via Company Portal, and the Update Only assignment ensures they automatically receive future updates without needing any manual intervention. The limitation in Cloud is that this behavior is currently tied to the MSP installer type, whereas Publisher handles it differently through the Intune Updates tab with its own applicability/PowerShell rules.
