Add Support to Re-Sign Updates

Re-signing updates would be a good use-case for when there is a new WSUS Signing certificate. Today, we could need to do a full republish and create a brand new UpdateID. API: https://docs.microsoft.com/en-us/previous-versions/windows/desktop/aa34...

Check API permissions for Intune in publisher

Instead of waiting for things to fail and diving into the logs, let's parse the token claims and validate in the publisher
