InTune Apps & Updates, add the ability to add an 'Owner' for an App

Within intune, when you create\synchronize and application, either update or app. There is an Owner field. This can be useful to be added from the PMPC console so an internal resource can be contacted as owner if issues occur.

Updating Publisher prompts for reboot

I installed the latest preview release from the Publisher UI and it prompted for a reboot. The best way to fix this is to add the 0x2 bit to the ServiceControl table entry to stop the service on install as well as uninstall.
