LibreOffice help pack

LibreOffice help is via a separate program that currently isn't included.Additionally, LibreOffice itself & the help are both language dependant, so need to be for the Windows language that's in use

Finnish Regional settings vs cmtrace - no date-time seen in patchmypc.log

Missing date/time information when using cmtrace with pathcmypc.log with Finnish regional settings. Now have to use notepad to see time/date to follow up pmpc actions.

Add Multilanguage support for ImgBurn (Specially French)

The support of French was supported from Ninite. Our former updating program. Now we want to switch to PatchMyPc and it's not supported.
