The upshot of that request is: You'll need to define your requirement once manually in the Intune console on a package, but for subsequent superseded versions of the package which the Publisher makes, it will copy forward your custom defined requirements.
I think while the linked uservoice above isn't what you've requested here, I think it might be a better solution as not only could it solve this problem you're trying to solve, but potentially many other scenarios too.
