Support user-based apps detection in HKLM, not just HKCU

Add support for user-based apps that store data in HKLM ARP instead of HKCU. Some user-based apps do this and today our detection for user-based apps only looks in HKCU.

    any update on this one?

    currently, we can only use ms store to update a few user-based installations (e.g. vivaldi) and cannot use pmpc for that. bad news as we will have to lock down ms store and thus loose the capability to update such apps :/
