Check Local Content Repository for All Products

would be nice if we could use the local content repository not only for java but also for all third party products... sometimes because of security guys the required url won't be authorised... for instance we have russian ip blocked by default everywhere so 

https://www.tightvnc.com/download/2.8.23/tightvnc-2.8.23-gpl-setup-64bit.msi won't work but at least we could get the file elsewhere and just add it to the repository manually
