Add recreations to Teams notifications for PMPC Cloud deployments

When PMPC recreates app deployments in the cloud portal, it would be useful to have a Teams webhook notification about this event.

This would be useful especially in cases where the deployment uses delayed rings. When the deployment is recreated, the delay in those rings is then based on the newly recreated deployment, instead of when the deployment was originally created. Having awareness into this would help our application owners understand potential impacts to their deployment.
