When creating Win32 application packages in Intune, at present the PMPC publishing service sets the delivery optimization priority to "Content download in background".
This might cause unexpected results during the ESP for instance, or when a user invokes an application download, and the DO background policy is severely throttled. Here the end-user would be left with potentially a far longer period to wait for the download to be completed. The DO fallback settings might also cause an excessive wait for these applications also.
In the instance of updates, the background policy makes sense, but I would request that the UI is extended to allow the PMPC Publisher admin to select foreground or background for standard Intune applications.

Please let us know if you have any trouble with this! You should be able to set the DO priority when you create an assignment. Additionally, we will copy forward from previous applications/assignments. And lastly, there is the option to edit this in bulk in the Intune Application Manager Utility.
On top of this would it be possible for the publisher to copy the current DO priority from the existing assignments when a new version of the app comes out. It seems when I tried this with an app set to foreground when a new version is published the DO setting goes back to Background.
